The problem of urban traffic is increasing serious and traffic jam has propagated in the large, especialy in urban center. Although government make great efforts to solve the problem and make enormous progress .Meanwhile, in terms of the situation of our country ,due to the lack of new conception, some efforts make no result, the more effective and economical way should be made with a long - term sight according to the Scientific View of Development.Based on a lot of practical work, the paper combines relative document of all over the world, from two aspects: optimizing and evaluating, and researches the traffic organization and management of urban transportation .Base on the speciality of urban center, I import the idea of TOD, TDM and interspaced development theory of the city, and then, analysis the effect mechanism for one another and induce the method to channel off the development of traffic organization and management. The article put forward the method to optimize traffic organization and management of urban center in macroscopical, microscopical and regional aspect. This article uses the method of the second-stage fuzzy quality synthetic evaluation base on analytic hierarchy process (AHP) to build the appraisal model union concrete example for the evaluation of the implement effect. In brief, this article advocate the Integrative traffic organization and management base on the sustainable development and the idea of Green Communication has been introduced into the urban traffic organization and management. All models constructed are used in the city of Nanchang, which is regarded as an example analysis.Finally, the article make innovation in the theory and method primarily in detail to compensate lack in this research field and direct the realized producing.
