With rapid development of national economy in China, the electric power network has drastically increased. As a result, the traditional manual measurements of electric energy can not meet the needs of modernized management of electric power network any more. So the automation of electric energy measurements becomes necessary and a certain trend in the management of electrici power network. Due to the advantages of Global System for Mobile Communications (GSM), such as wide coverage, agile establishment, high reliability and low cost, it will be the future direction to apply GSM network communication onto the automation of electric energy measurement.GSM is the most fledged one in mobile communication systems, and data business it provides also has been used widely in many fields, especially Short Message Service (SMS). It has gained more and more attention and favors because of its simple and quick features, efficient and stable platform. And it also has established a new technique basis for remote data transmission.In this dissertation, corresponding techniques of electric energy measurement based on GSM network communication were studied, and the design of software and hardware circuits for system terminal were finished. The whole design includes that of smart electronic electric energy meter, remote terminal unit and communication module. This system terminal can not only make accurate measurement of electric energy, but also transmit electric energy parameters to the remote monitoring center with the help of SMS platform provided by GSM network.The system terminal adopts an ultra-low-powered SCM (Single-chip Microcomputer) of MSP430 family of TI Company as its core controller, and Meter-Bus as communication medium between the smart electronic electric energy meter and remote terminal unit. In order to shorten development period, the special GSM Modem is used for data transmission between RTU and the remote monitoring center. The whole control procedure is realized in the development environment of IAR Embedded System using MSP430 C language.
