The Research On Parallelization Of The Construction Supervision System And The Project Management System

After the promotion of the construction supervision system, through ten years of research, survey and practice, China is now striding actively towards standardizing, systemizing and scientifying the system, which has brought about enormous social and economic benefits and received comprehensive acceptance from the whole society. However, problems still exist in the understanding of the system, the service range of supervision, and the reasonable profit for a supervision company, etc.On November 16^th, 2004, China construction ministry published "practical methods for construction project management", indicating the rising of a set of new service industry in the construction domain, which, compared to construction supervision, has the same targets and similar characteristics. The incident raised some issues, and in practical project counseling, people have very different understanding about the two systems' task dividing, responsibility differentiation, and execution flow, etc.Based on the analysis of the supervision system status quo and its imperfection, using hierarchical analysis and confusion mathematics, through comparing the general risk index of the following three approaches: project management carried out by supervision company solo, by project management company solo, by the two working together, this paper discusses the advantage of the parallelization of the two systems.
