An Study On The Agent Construction Project Management Of Supervision Enterprises

Through25year development of construction project supervision system, the status and role of the benefit of engineering investment projects in the field of construction has remarkably been increased and recognized, to various degrees, by the society. However, with the continuous development of China’s market economy and the improvement of construction laws and regulations, the project owner, government, and society have placed higher demands on the project construction management in addition to the supervision of construction phases. In2004, an agent construction system was proposed to prevent engineering corruption, construction delay, and budgetary overrun. The purpose of the agent construction system is entirely consistent with the earliest conception of the project supervision system, i.e., to promote specialized engineering project management, to improve project construction quality, and to increase the economic and social benefits of engineering project investment. Our country encourages large-scale engineering supervision units with the qualification of comprehensive project supervision or grade A project supervision to participate in. The agent construction system can not only provide a whole-process management service but also exert an influence on project supervision. The "agent construction system" is based on the "supervision system" but has a much wider scope, which requires supervision enterprises to reconsider their positioning and development.In this paper, the present situation of the agent construction system of engineering project management, the issues of supervision enterprises, the characteristics and advantages of supervision enterprises involved in the agent construction system are studied. Through a comparison analysis of three cases of consulting company, design institute, and supervision enterprise involved in the agent construction management, it is explained for a supervision enterprise how to mobilize its own advantages to complete project construction. This provides a coping strategy and feasible operation method for supervision enterprises involved in the agent construction management. In addition, it is found in practical work that there are some overlaps between agent construction and supervision. In view of this, a coping strategy and method is proposed for supervision enterprises to realize the conception of integration of supervision and management.
