With the development of urbanazition, construction enterprises will have moreopportunities and face greater challenges at the same time in the construction markets,competition in the construction market will become increasingly fierce. The implementationof bidding and pricing will make the construction market competition more cruel.Construction enterprises have to constantly improve their own abilities and use somestrategies if they want to develop theirselves in such environment. The unbalanced bidding issuch a relatively commonly used bidding strategy which can always benefits much for theusers. We deeply discussed the related theory of unbalanced bidding in this paper, and pointsout the application skills of unbalanced bidding.However, unbalanced bidding will bringowner bad influence, and how to prevent the unbalanced bidding will be an important work inthe project management. Aiming at the above problems, this paper studied the unbalancedbidding through modeling analysis. And then, put forword how to prevent the bad influencecaused by unbalanced bidding. Main works are as follows:1) Established the unbalanced bidding quotation model of profit maximization byconsidering the time value of money and the effect of quantity change. This model can makebidders get the maximize revenue in the later settlement and make bidding more practical.2) We put forward the method of price adjustment in the unbalanced bidding. How todetermine the adjustment of comprehensive unit price is the vital factor of unbalanced bidding.This model is a good solution to the previous subjective oriented method of determining theadjustment, which making the bidding more accurate and reasonable.3) We pointed out how to quantify the unbalanced degree in the bid evalueation stage.We introduced the degree of unbalance to measure the severity of different quotation fromdifferent bidders. The establishment of this model was good for owners to accurate thedifferent unbalance degree of different bidders. And solved the problem of that unbalancedbidding cannot be accurately evaluate before.4) We put forward the corresponding prevention measures through the analysis of theharmful influence unbalanced bidding brought to owners. This paper analyzed the main workowner should do to prevent the unbalanced bidding from the point of view of all the projectconstruction cycle. And indicated the direction for owners to control the unbalanced bidding.
