| With the great increasing of public buildings and universal application of air-conditioning, the energy consumption of public buildings has increased greatly. Although many scholars have researched energy and operation conditions of many kinds of existing air-conditioning system, to buildings with different area, different structure or different function, useful measures of energy efficiency to some areas are not always useful the other areas. So, it is necessary to analyze the energy consumption and energy efficiency potentiality of public buildings in a special city or zone, before implementing energy efficiency retrofit projects for old public buildings or energy efficiency design for new public buildings. The performances of air-conditioning equipments and designing method of system have evaluated high, but during actual designing and operation process, there has many problems. So, it is still significant to go into research on the public buildings'air-conditioning system.In this paper, we have investigated and measured different functional public buildings located in Changsha about their air conditioning operational aspect, energy consumption and thermal environment, compared energy consumption differences with other cities, and got out the energy source composition in Changsha. It can provide some references for energy efficiency designing of air-conditioning system in Changsha.Based on a room model with constant air volume system, calculate its hourly load in a whole year, and then determine the different state points of air supply. Adopt zoning the different air-conditioning operating mode, adjusting the fresh air ratio in different zone to the optimal, at last getting out the energy efficiency effect by changing fresh air ratio.Analyze quantitatively chilled water with large temperature difference how to affect the performance and energy consumption of pump, chiller, fan-coil unit and surface air cooler and cooled water with large temperature difference how to affect pump, chiller and cooling tower.
