Water resources are the lifeblood of all living beings. Usable water resources is un-substitutable and limited, the economic development and demand for water resource of people's lives are increasing constantly, and the water resources gradually turn into the"bottleneck"resources of the modern society. Especially in extremely arid Xinjiang, water resource is the limiting factor, which restricts social and economic development. So, sustainable utilization of water resources has great meaning. Analyzing and discussing the quantity of water resources, ecological and environmental water requirements, the state of equilibrium of supply and demand of water resources, and the carrying capacity of river valley of a district can offer scientific basis on the regional economic development programming, regional sustainable development and water resources protection.Due to this kind of understanding, this paper selects Keriya Valley, where located in the southern part of Xinjiang and climate is extremely dry, as the study area. Based on the theories of regional sustainable development and sustainable utilization of water resources, the following specific studies have been done:(1) The quantity of water resources of the river valley was analyzed, then, the ecological and environmental water requirements of the river valley were calculated.(2) The total supply and demand balances of water resources under different assurance rate of water resources in status year and the supply and demand balances of per month in a year were analyzed. Then, the results and the reasons were discussed.(3) Whereas the current development and utilization efficiency of water resources is low and the singleness of domain structure, to calculate the carrying capacity of water resources of river valley is inconvenient, so the carrying capacity of water resources of river valley was evaluated through compare single-object optimal model.
