As one kind of intelligent instrument, the unit of measurement and control for power not only is a very important part of electric automation system, but also important to the safety, efficiency and economy of power network.The ADE7758 is a high accuracy 3-phase electrical energy measurement IC. It incorporates ADCs, a digital integrator, reference circuitry, temperature sensor, and all the signal processing required performing active, reactive, and apparent energy measurement and rms calculations. In this paper, we present a new type of multi-functional three-phase watt-hour instrument, based on High-performance AVR 8-bit Microcontroller, and integrated the functions of protection, communication, measurement and control. ASIC ADE7758 is adopted to replace data-collecting hardware circuit. Compared with the traditional method, it not only simplifies the system structure, decreases the cost, but also improves system reliability and accuracy. Moreover, in order to realize the automation of electric system, we adopt RS-485 and Ethernet network for remote measuring and control. Firstly,this paper introduce the development of electric instrument and the develop process and basic method of intelligent instrument. Specially, The characteristic of ADE7758 and AVR microprocessor are introduced. Second, according to the technique index and function characteristic, we decide the realization scheme of the whole system and divide whole system into four parts such as input transform system, AVR microprocessor, communication system, input and output interface. Third, base on the whole system scheme, we describe the soft and hardware process of every part. Finally, we give out the result of experiment and the analyses of error. The test running result shows that the system reaches the expectant affect and purpose.
