Study On The Benefit Analysis And Evaluation System Of Intelligent Transportation System Projects

With the development of world economy and technology, transportation has played a crucial role in the whole social economy system. Meanwhile, the jam . accidents and air pollution caused by over demand for transportation have become big problems which are difficult to cope with. Intelligent Transportation System (ITS) is an integrated product of high and new technology which will be the essential goal of modern transportation system.The advance and importance of ITS make people aggrandize the devotion to study it by a long way. The evaluation of ITS programs is the premise of putting ITS programs in practice. Just through evaluation of ITS programs, the direct economic benefits and indirect users'benefits even industry benefits can be verified after ITS project appliance.This thesis represents systematically the research situation at home and abroad regarding ITS project appliance and evaluation practice on basis of literatures reviews. It analyzes the main problems and improvement trends during existed research, and also summarizes the evaluation methodology of construction projects and transportation projects.This thesis offers the evaluation frameworks with three dimensions, i.e., Logic, Methodology and Type. Logic Dimension describes the evaluation steps of ITS projects, Methodology Dimension represents the evaluation methods system. Type Dimension shows the types of ITS projects. The seven steps for evaluation include user demand analysis, project analysis, evaluation goal analysis, evaluation plan,test and simulation, data analysis and conclusion. It also studies the three evaluation methods used often, including Cost-Benefit Analysis, Cost-Efficiency Analysis and Multi-principles Analysis.Furthermore, this thesis stresses to study on the Type Dimension in the evaluation frameworks.
