The number of the medium or small cities in China has increased quickly since the reform and open policy has been carried out. For example, the percentages of the medium cities and the small cities are 18.2% and 63.8% separately among the total number of 660 cities in the year of 2003. The medium or small cities which distribute abroad and have an important status in the town system, do not have serious traffic problem compared with the big cities or megalopolis. However, the passenger transport system of the medium or small cities which has poor function should been reformed since the pace of urbanization is speeding up and the land function conversion has resulted in the change of the cities'layout and dimension. So the development mode of the passenger transport in the medium or small cities is studied based on such background.Firstly, the characteristics of the passenger transport system in the medium or small cities are summarized from two aspects. The general situation of the medium or small cities and the development position of urban traffic are specified as one side, and the characteristics of the resident trip, road system and vehicles are analyzed based on the large numbers of the investigation data as the other side.Secondly, under the discussion of passenger transport evolution based on the urban development ideas about the medium or small cities and the problem of the passenger transport system, the integrated development mode of the passenger transport in the medium or small cities is put forward. The basic connotation and characteristics of the integrated development mode of the passenger transport are discussed, and the frame of the integrated development mode in the medium or small cities is conceived in the cognition lay, strategy lay, management lay and operation lay, the extension of the four lays are dissertated detailly.Thirdly, on the basis of the analysis of the characteristics and major problems about traffic stations in the the medium or small cities, the standpoint is brought forward that the traffic stations should be identified according to the function differences instead of the grade.Then, four structural levels of the traffic stations are compartmentalized in the integrated development mode of the passenger transport. The structural levels are composed of"transfer center","transfer hub","transfer station","transfer stop". The theoretical model about the layout of the"transfer hub"is built and parameter confirmability and the algorithm for the model are thoroughly studied. Then Hierarchical Clustering Methods and Fussy Clustering Methods are applied to determine the layout of the"transfer station"and examples are given by intruducing how to use this macroscopic layout method. Finally, the link-up modes of the"transfer stops"are concluded based on the principles of the location selection.
