The urban public transportation is a fundamental facility closely related to the social and economic activities. A bus line's capacity allocation is of the importance of the public transit enterprises'daily operation and management. Improving the rationality of the capacity allocation of a bus line is means effective to producing efficiency, service quality and attraction as well as reducing the consuming and traffic jamming.According to the principle of lines ranking, the research on the inter-line capacity allocation is performed as well as a model conceived. Regardless of the bus vehicles's abnormal running situation, the research on the running plan based upon the capacity sharing by transferring submain lines'vehicles to support the main lines, so as to reach the goal of cost reduction and the rationality of vehicles using. By the technology of repository of an expert system, which the research of capacity allocation is based on, an assumption of a system for capacity allocation is made by the suggestion of the structure and mechanism of this system. Ten specific instances are collected from the daily dispatching process of bus lines to introduce five larger classifications of abnormal running situations for the repository of the special efforts for capacity allocation. With the conception of the inter-line dispatching and its model, five models are built respectively for the abnormal situations, which are subsequently implemental with heuristic algorithm respectively as well.
