The urbanization of China is a special path with Chinese characteristics. Under two main backgrounds---overall development of city and country and accelerate industrializatio een acceleratingconstruction of towns and impelling rural construction actively, it certainly will delay Chinese urbanization. n and urbanization, our country impels rural construction vigorously. Historic and cultural towns are inevitable and necessary to be a special part of towns. This paper expounds Qingyan Town's general layout plan, and puts forward the assessment andoptimization method system for towns' general land-using plan. It has five steps: investigation and analysis and assessment on the Status of program-zone, analysis of allocation of land-using alternatives, choice of planning's assessment factors system, weights of assessment factors, assessment and optimization of allocation of land-using alternatives. Thereinto choice of planning's assessment factors system, weights of assessment factors are emphasis and difficulties.The paper actualizes quantitative analysis for assessment and optimization of master planning, advances scientificalness of optimal formula. The research result will promote the research of land-using layout planning assessment methodology, improve rationality of urban master layoutplanning and raise the urban quality by assessing and optimizing towns' allocation of land-using planning.
