With the continuous development of economy and progress of people's living level, the quantity of using power is rising increasingly in our country, while the supplying of power is lagging relatively. In summer and winter, most regions in China are in lack of power seriously. In view of this reason, the power companies have taken some measures to limit the using of power without cutting power, such as strengthening demand-side management So the management of using power orderly is a critical and important task for power companies, even if the supplying will satisfy the using of power in later time. Accordingly the power companies have taken a series of projects to use power orderly, such as examining and repairing devices, enterprises having day off by turns, controlling load and interrupted load. But usually these measures are accomplished by hand, the results of which are slow response, large quantity of work and lacking of systematic management, and these results make the management of using power orderly become complicated and troublesome.This thesis has designed the Decision-making and Management System for Orderly Power Utility to resolve the problems, helping power supplying companies to manage using power orderly.Firstly, analyzing the system and structure of present management of orderly power utility, the thesis designs the software and hardware structure of Decision-making and Management System for Orderly Power Utility.Secondly, the thesis analyzes the condition of supplying and using power in Xuzhou power grid and the characteristic of load's sensitivity to temperature. According to the relative principles, the thesis establishes six kinds of implementary projects of using power orderly and classified alarm mechanism of power balance, the relative course of operation is also designed.The thesis further researches the realization of system, and accomplishes part of the system function by using Database BLOB, working mode of FTP customer-side, Excel Automation technology in service-side by ASP. NET and Forms Identification Mechanism.The effect of running the system in Xuzhou proves that it can reduce the work burden and increase the efficiency of managing orderly power utility.
