Based on the extant regulating methods of district central heating system, the paper studies the characteristic of heat load and flux of heating system when the room-temperature is adjusted, and put forward a new method special for district central heating system which is called"Fluxregulation Under Thermoregulation (FUT)". According to each kind of type building as a result of own use function difference, in a day 0:00~24:00 of each time compartment different needs of the heat load, The FUT heating system divides all the buildings into several regions, and makes the reasonable time compartment division to a day. In each time the FUT heating system carries on the statistics to each different district buildings'heat load. According to data which has been counted, in the centralized heat source place the FUT system carries on the thermoregulation, and carries on the fluxregulation to the intermittent usage heating district, which not only save the heating energy, moreover reduce the power consumption of the circulating water pump. The paper has established the mathematical model of FUT, and has carried it on the water power operating mode simulation in the laboratory bench, and has drawn up the heating movement regulating curve. Unified the actual project this paper has elaborated FUT plan step as well as the energy consumption analysis method, and has established the heating movement strategy. This paper carries on FUT to a certain demonstration project as an example. The region of office building of this demonstration FUT heating system saves 34.3 percent. By carrying on the statistics to its entire may adjust regions, the year heat consumption can be decreased by 21.6 percent. Thus it can be seen, regarding the campus heating system, the FUT method can save vast scale of energy.
