Road accidents can be divided into highway accidents and urban road accidents, there are more accidents on highway than on urban road, and highway accidents are more serious than urban road accidents. Highway intersection is both the node of highway network and the segment where collisions often happen. Traffic safety evaluation is an important method to measure the status of intersections' safety; people have been using statistical method to do it for a long time; but the disadvantages of both the accidents' generation and the accidents' statistic reduce the reliability of traffic safety evaluation. So it is necessary to use other methods which are not based on accident calculation to evaluate the safety degree. Traffic conflict technology is an evaluation method not based on accident calculation, which grew up in the middle of 20th century and was different from conventional methods because of its characteristics such as big stylebook, fix quantity and rapidness.This paper researches on highway intersection and starts from the analysis of traffic conflict; the data is collected by the traffic conflict investigation and traffic flow investigation; the standard for serious conflict is given as critical distance of various vehicle with different speed by analyzing the process of automobile brake; the model for calculating the latent conflict is given by analyzing the distribution of highway headway.Influence factors are the evaluation indexes, so factors' functions for fuzzy membership which will be used in fuzzy evaluation are given by quantitative analysis including traffic volume, vehicle composition, running speed, the crossing angle of roads. It is necessary to analyze the availability and risk of traffic conflict before it is applied into the evaluation. And the availability of traffic conflict has been studied by analyzing the replacing ability of accident and conflict; conflict's risk has been defined from the prospect of collision energy, and the functions for fuzzy membership of conflict characters have been confirmed.According to above-mentioned research conclusion, the traffic conflict...
