In this paper, the extension engineering method is combined with evaluation of subsoil. On the basis of matter-element theory, extendion set theory and dependent function calculation, a matter-element model evaluating subsoil is proposed. After collected and reorganized the information of engineering geologic condition of The Qin-Pu New City , the characteristic of engineering geology was realized. Considered the multiplicity and the complexity of influence factor ,the parameter is selected that can reflect the region suitability of engineering construction. By practical calculating the dependent degree, the suitability rank of natural foundation engineering construction at the Qin-Pu New City is evaluated for its extenics. By contrasting and analyzing the result with one that obtained with other evaluative method, it is proved that the application of extenics theory to evaluation the region suitability of engineering construction is feasible. And the result will provide the reliable geological basis for this local plan and the construction.On the basis of a extenics model evaluating subsoil, a program with VC is established that makes the evaluation to be simpler, accurately, quickly. And the suitability of the pile foundation engineering construction at the Qing-Pu New City is evaluate with this program. By carrying on the preliminary evaluation, choosing the reasonable underlying soil, and selecting the evaluative parameter that can reflect the region suitability of engineering construction, the result of the suitability of the pile foundation engineering construction is obtained. Finally the district chart about suitability is drew up that has the reference significance to the plan and construction of the Qin-Pu New City.In the finality, the problems requiring further studies are discussed.
