Study Of Methods For Editing The Base Price Of Tendering In Tianjin Construction Projects Of Water Resources

There are a lot of dissertations about the theory and the practical problem in the process of inviting public bidding of a project construction. Aiming at this complexion, our country has legislated a series of correlative laws and statutes such as Tendering and Bidding Law of the People's Republic of China. At the same time, according to the practical complexion in the process of inviting public bidding of water resources industry, the Ministry of Water Resources P.R.C. promulgated Tendering and Bidding Administrant Regulation of water resources projects on November 2th in 2001 which was followed by the directive documents for editing the base price in inviting public bidding in the latter 2003 which was adapted to large-and-medium-scale project of water resources. But there is no specific regulation for editing the base price in medium-and-small-scale project of water resources.In view of this,according to laws and statutes such as Tendering and Bidding Law of the People's Republic of China and Administrant Prescript of Inviting Public Bidding for Projects of Water Resources this paper analyzes the complexion comprehensively and systemically and not only adapts to tendering and bidding of project of water resources construction of Tianjin but also has good maneuverability.This thesis mainly introduces the principle, reason, procedure classify and the methods of base price edition. According to the specialty of Tianjin, it emphasizes the methods of ration consumption and practical quantity which are also contrasted further in this article and comes to the methods which is adequate for the practice of Tianjin project of water resources. At the same time, this paper recommends the problems in editing the base price of different types of contracts which we should pay attention to and the methods to resolve them. At last it demonstrates that the conclusion we got is feasible, reasonable and can be applied in Tianjin industry of water conservancy by giving a typical case of the base price edition of Tianjin construction projects of water resources.
