A Study Of Project Construction Bidding Management

With the implementation of the bidding law of the People’s Republic of China (Hereinafter referred to as "the bidding law"), most of water conservancy construction projects are suitable to public bidding when choosing contractors and suppliers. Dalian is a city that is short of water. So, there are many water conservancy construction projects in Dalian. Water consumption is increasing with the economic development and the investment scale and construction scale of water supply project in Dalian is increasing too. The water conservancy construction projects attract tremendous attention.In recent years, great achievements have been made in water conservancy construction projects in Dalian, but in the process of construction bidding, bidding agency and bid evaluation appeared some problems. Whether we can solve these problems effectively will directly affect the engineering benefit.Under the background of the above, this article tries to combine the related theory of bidding and bid evaluation, to analyses the cause of those problems in-depth. And Game Theory and Analytic Hierarchy Process (AHP) method will be applied in solving these problems. At the same time, there will have a comparative study of the Tender type, bidding organization and evaluation method. Under the basis of the above research, this article put forward the countermeasures to solve the problems from three dimensions and that are the tenderer, tendering agent and the bid evaluation dimension.Implementing project legal person responsibility system, cultivating water conservancy construction market competed orderly, improving the bidding agent market competition order and implementing the payment guarantee system are the four measures that tenderer can take to perfecting the bidding work;This article suggest that the tendering agent should strengthen self-discipline, adhere to the principle, strengthen management, recruit of talents, regulate the behavior of the contractor of the subcontract and construct credit system of contractors. So that they can improve the bidding agent work;From the perspective of bid evaluation, this paper suggested using without base price bidding, the bill of quantities pricing mode, strengthening the management of the bid evaluation experts, using Analytic Hierarchy Process (AHP) to determine index weight.And the example analysis illustrates the countermeasures in solving the problem of the bid assessment is effective.
