Urban transport is the state of people's life in the city. Dynamic transports result from man's moving while static transports are brought out by human's stillness. The key issue for urban transportation is the mobility of people, not vehicles. China is on the transition occasion of urban development and transportation mode as well. Urban rail transit is a good solution to solve the problems caused by congestions. Boasting its large capacity, low energy consuming and low pollution, urban rail transit will mitigate the traffic congestion, drive the land integration, and optimize urban structure effectively. Since it can not only resolve superficial problems but also settle corn ones, urban rail transit will be the significant orientation of metropolitan transport development in the future.Currently, urban rail transit planning still has not been integrated into the urban planning mechanism, hence many conflicts appeared due to the fields of planning, implementing and managing both macroscopically and microcosmically.The research studies the relationship between urban rail transit planning and urban planning. Starting from planning process, emphasising on planning methodology and combing the practicing phase of planning, the writer has intended to conclude the system of urban rail transit planning and analysis the difference from urban planning system, on the base of which to sort out the relationship between the two systems.The relationship between urban rail transit planning and the statutory planning is the corn issue of this research. In the comprehensive planning, the effect on other specialized plannings of urban rail transit planning is reflected in the summation part of the output, which is just the fulfillment of construction. The comprehensive planning approach does not fit the urban rail transit planning, for it may bring about the uncertainty of the result of the planning. The regulatory plan is an important basis of implementation to internalize the outside interests. Specifically, the underground space should be a focus of site plan.Informal planning could help to reorganize the two systems, however, it should base itself upon the statutory planning. The integration not only depends on the effective interaction between the two systems, and more importantly, on the improvement of themselves, especially of the urban planning.
