Implementation of planning connects the decision-making and the construction of every single project tasks. It is also the key link for forming project target and management planning, and guiding project implementation. Along with the arrival of the peak for rail transit project, the implementation planning will attract more and more attention of the owners. This thesis studies thoroughly the main issues on the urban rail transit project implementation planning in general; the methods for resolving three typical and common problems encountered in specific local planning in particular, based on the theory of project management and the management practice in rail transit project. What follows are the major results obtained in this study.(1) By analyzing and summarizing the practice of the Shenzhen Metro Line 3 project, we abstracted the main issues in the urban rail transit project implementation of general planning. We further pointed out the issues that needed deepening and adding in the general planning in order to strengthen its role as the guidance in the project implementation.(2) Problems regarding land expropriation and resettlement are analyzed, precisely, the legality problem and causes for the low efficiency of builders being principal of land expropriation and resettlement. It also pointed out the lack of compensation guideline for environmental impact in current compensation scheme. In light of these problems, this thesis proposed a new mode for land expropriation and resettlement where the builders being expropriation agent and the street offices being principal in urban rail transit project. Furthermore, recommendations were proposed for the establishment of operating compensation guideline.(3) The selection of procurement mode is an multi-objective decision problem. Hence, the urban rail transit project was analyzed, and then eight sub-indexes were detailed based on their impacts on the procurement mode. This procurement mode was constructed based on the mathematical model based on AHP combining the Delphi method. Armed with this model that converts qualitative judgements of experts to quantitative calculation, a relatively more scientific selection method developed from qualitative-dominate convention was developed, i.e. a combination of quantitative and qualitative procurement mode selection method for the urban rail transit project was proposed.(4) This thesis studied the interfaces among various main systems of the urban rail transit project. Based on the practice of the Shenzhen Metro Line 3 project, firstly, the principles of the division of systematic interfaces are proposed; then, the issues regarding the systematic interface management planning were summarized by establishing interface management system, on the one hand; and compiling the interface specification, on the other hand. Finally, we analyzed the necessity and method for key systematic interface planning in urban rail transit project, and concluded by providing a content system for systematic interface planning.This study has particular reference value for owners of urban rail transit project, and can also provide ideas to construction units to implement planning and techniques to solve practical problems.
