Projects become bigger and more complex are inevitable trend. To the characters of Large-scale project, risk assessment is essential to realize the risk status.But, lots of sub-systems are involved in large-scale project, relationships between them are complicated, and the items under constructing are always changing. So, it is hard to get the accurate information of the project's risk status if regarding the project as a whole only. So, considering this problem, it's going to divide the risk assessment unit of large-scale project.Now, the existed principles and methods of risk assessment unit division are not suitable for large-scale project, they are difficult to put into practice. In this paper, the large-scale is analysed from the system aspect, and confirmed it belongs to complex system. Then considering the total life cycle, from the time and space, two-dimension, determined several sectionplane. Interpretive Structural Modeling is applied to divide the assessment unit in it. And the assessment unit division flow chart of large-scale project is formed. This helpful method is useful of evaluating the project during the process of construction, instead of focus on the project after construction only.At last, this assessment unit division method is applied to a steam-power plant during the construction.
