In nature , pavement management is the issue of devotion and benefit ,so it should how to help the decision-making person to lay out the maintenance and rehabilitation planning and programming that have best benefit under the budget ,when set up the Pavement Management System(PMS).On the concrete, the Pavement Management System(PMS) shouldEvaluate the following problems: what about maintenance results to different maintenance measures ;how much fund needed to ensure the level of pavement condition ;when to take which maintenance measures under the budget and so on. In whole of Pavement Management System (PMS),the model of optimal maintenance and rehabilitation (M&R) strategies decision for highway pavement is the core and leading, and the model of pavement performance evaluation and prediction , the model of cost and countermeasure analyse are foundation and precondition of the model of optimal maintenance and rehabilitation (M&R) strategies decision for highway pavement which controls and govern those models.This dissertation explores how to lay out the maintenance and rehabilitation planning and programming that have best benefit under the budget.The approache of studying is based on only one project, not the whole network which are composed of projects, setting up a multiple objectives optimal model which optimizes or prioritizes on the combinations of benefit (effectiveness) that brought by Pavement Condition Index(PCI) and Riding Quality Index(RQI) under the budget. And it gained the best maintenance and rehabilitation planning and programming of one section of highway after solving multi-objective optimization problems.For solving multi-objective optimization problems, this dissertation develops the Dynamic Programming to get the best answer of the multi-objective model. By calculating the example, it compare with the Single-Objective model.This dissertation employs the approaches of optimization theory and evaluation theory in the problem on how to acquire the optimal maintenance and rehabilitation (M&R) strategies for highway pavement. The solutions we obtained in this dissertation should put into practice in order to testify their rationality and feasibility.
