Since 1980s, the construction of China's expressways has developed rapidly, especially for expressway asphalt pavement which is unprecedented in the rapid growth period, foe the end of 2007, China's total highway mileage is up to 3.573 million km, expressway is up to 53,600 km. As asphalt pavement has many advantages, the majority of China's expressway is asphalt pavement. However, due to China's basic national conditions, expressway is suffering the influence of serious overloading, the volume of traffic, climate and other environmental factors, pavement performance is declining gradually, and different degree's diseases have appeared, which impacts the investment and revenue of expressway. Therefore, pavement maintenance work of expressway is particularly important, and the importance is attached by various departments.The research of this paper is how to help decision-makers develop a plan which gets the objective which makes pavement performance get the most effective in the case of limited capital investment. First, this paper makes a study of expressway early diseases, and then introduces the concept of preventive maintenance, stresses the importance of preventive maintenance, identifies the timing of the implementation of preventive maintenance, raises several common preventive maintenance measures which are for prevention and cure of expressway asphalt pavement early diseases. Do more in-depth research for the expressway asphalt pavement performance, establish the evaluation index system of the highway asphalt pavement maintenance, make asphalt pavement maintenance evaluation criteria, while build the expressway asphalt pavement performance decay equation. To enable pavement performance achieve the most revenue, it must make a reasonable pavement maintenance plan in the case of limited maintenance funding. In the process of optimizing pavement maintenance decision, this paper establishes a multi-objective pavement Maintenance decision optimal model, and applies the optimization theory and dynamic programming, and do a preliminary study , by example, verify the validity of the results.This paper studies optimization of expressway asphalt pavement maintenance decision, although the results need to be tested, improved and perfected in real problems, enriches the theory of expressway asphalt pavement maintenance, and to some degree, raises references for the scientific decision of expressway construction and management.
