Regional planning is a comprehensive, very strong regionality with height,outstanding strategic planning. And in the planning system of the whole national economy, it has indispensable important positions. With the development of urban economy, the govermnent departments have more and more higher requirements for regional planning. They often demand for a visualized analysis of regional planning data as supports for making plans such as city planning, productivity arrangement. but In the regional planning, the key point of the traditional software application is to establish and solute the complex regional planning mathematical model.The data,model and the organic relation between results expressed as well as expression and the analysis of spatial relations data with the transportation closely are not sufficient. Some spatial analyses always take more time and trouble and the datas cannot be well used,moreover the direct-viewing is not very strong, which effected the plan level. The development of GIS technique offers technical foundations for solving these issues. With the help of GIS software, we can fully integrate the existing sources of traffic facilities, kinds of information technique and manpower, So our society can be offered faster, better, multifunctional service to improve the utilization ratio of social foundational facilities and the operation of traffic system so that the society will be in scientific, reasonable and efficient state.On basis of analysing data organization, data analysis and data expression in social economical GIS,this thesis makes a conclusion of techniques for building analysis and evaluation models and puts forward a functional frame of GIS system for supporting model analysis in view of regional planning business demands.The main works of this paper are as follows.Firstly, based on analysis of development background, domestic and foreign present state and perspectives of regional planning and GIS, the thesis points out that The key mission of regional planning is to integrate coordinate the regional development including social economic development, city and town construction,environmental protection and infrastructure. The city is the center of the region, while the region is the foundation of city development. City development must be established on the basis of coordinative development of region and surrounding cities,meanwhile improving coordinative development between cities and towns and between cities. and that some critical technologies for building regional planning based on GIS: COM technology, oriented object technology and modeling technology.Secendly on the basis of decision-making model and theoretical knowledge concerned, through the analysis of regional planning principles and methods, the thesis sets up a scientific regional planning auxiliary decision-making model including traffical understanding model (tum),city gravitation moda (gfm),city population potential modal(cppm) and population spatial modal(psm),tum compute time from everywhere to current city,it can reflect and test the state and rationality of layouting and assorting of all grades of means of transportation by computing,and provide according as harmonious development of traffic;gfm descriptive the force that city gives its area,it can provide decision-making help for regional planing and help us analyze that current district is in reason or not;cppm can help us fix on central city;psm analyse mainly the state of population distributing and research spatial collecting state of all kinds of population,including of area,degree and factor of population collection.Thirdly, based on decision-making models and integrating with GIS efficiently,the regional planning decision-making based on GIS has been built ,which has friendly interface and with simplicity of operation and good adaptability.The system has used the module type method of exploitation, and taken the Titan Corporation's Otitan as the backing, directly using the Titan TMS document as well as the dbf table to take the data platform. It is developed in the platform of Visual C++, and unifies Otitan to hold to the TMS document data controls. The method can realize the chart level elementary operation, the data storage process, the historical data index, as well as the history data inquiry. and it carries on the introduction from the demand analysis, overall structural design, database design and realization and system function realization unified the data model the application. Fourthly,Being one of the economic core area in Xinan Region, ChongQin owns a good industrial base, hi-tech level and strong technical forces. if it wants to take her wings off depending on the current suitable condition,it must have a scientafic regional planning project,so ChongQin is selected as a calculating example,the result shows that the best chosen through regional planning decision-making model by combining erery decisive indicator is practica,and the system has certain scientific and practical,the accuracy of the model is engineering practical and the model can be used widely in regional planning.With enriching of data information's kind and perfecting of system,it will supply the city's development,command and decision with scientific gist. Also, it can offer abundant information service to the public and bring the Intelligent Traffic Information Service Industry continuable developing.Fivethly,At the end of the paper, the study results of the Model Research and system exploitation of the regional planning based on GIS technology has been summarized, this paper indicate the excellency of GIS based on Grid data and think that the Model could represent the land's real state well and can provide decision support for regional planning,and put forward that farther study content and ameliorate locate.
