In order to carry out scientific experiments and payload data sample, process, store, transmission, data management on spacecraft in the future, our country started to research on the satellite-based data management system. This paper focus on the researching the satellite-based data management system, based on 1553B data bus.Firstly we reviewed the concepts of satellite data management system and its features. In this part, the paper will highlight the principles of the 1553B communications and its agreements. Based on the Bus Controller features in satellite-based data management system, this paper proposed a bus controller design programs, which can be realized in the engineering. Of course, this program is also to meet the standard communication protocol of 1553B. Meanwhile, this paper has given a specific realized method.In addition to Bus Controller, there is a major subsystem Remote Terminal in the whole satellite-based data management system. So, in the lastly the paper introduced a Remote Terminal designed program which is achieved through FPGA and DSP hardware platform. And using the Bus controller to detect the Remote Terminal, The results met the requirements of design basically.
