With the Ice-Storage System (ISS) developing rapidly and showing its prominent economic result in China, synthesizing evaluation of ISS is increasingly important. But evaluation of ISS in the past is not across-the-board, and neglect the operating phase sometimes. This paper just investigates the ISS projects and evaluates them on the operating phases on the above mentioned background.1. Aiming at ISS projects in Area of Xi'an(bank of communication at Xi-shao Gate,north-west electricity group distributing building,freight center of Xi'an XianYang international airport,the waiting building of Xi'an Xianyang international airport,building of XianYang second renmin hospital office/sickroom, etc.), and investigates these projects and gathers information and operating data.2. Building Comprehensive Evaluation Models: using cooling load shifting rate> cooling storage effect,ice packing factor,ice discharging factor,power capacities rate,simple number of recovery years,dynamic number of recovery years,electric power peak-shifting rate,investment saving amount of electric establishments,reducing amount of CO2 such nice indexes, building integrating evaluation models being able to show system performance,economic performance,social performance and environmental protection performance.3. Using the comprehensive evaluation models on the designing phase, and aiming at the ISS project I , make a quantifying evaluation. The main evaluation indexes are: cooling load shifting rate 20.0%; power capacities rate 77.8%; electric power peak-shifting rate 23.6%; investing saving amount of electric establishments 3024 thousand Yuan; dynamic number of recovery years 3.6 Years; Reducing amount of CO2 is 850 thousand tons every year.4. Basing the original operating data of the ISS project II and applying comprehensive evaluation models to get the main evaluation index on the operating phase: cooling load shifting rate 49.6%; electric power peak-shifting rate 61.1%; dynamic number of recovery years 3.4 Years; Overall saving 3000 thousand Yuan and a little more in all-life cycle; Reducing amount of CO2 is 270 thousand tons; Comparing above indexes with the indexes on the designing phase, these indexes show more excellent and indicate that the operation management of this project is in order, and conform to the requirements of designing indexes. It can be use for reference for the ISS project alike.
