Railway transportation has the characteristics of large transportation capacity,high safety,low freight rate and suitable for long-distance transportation.In recent years,the transportation market competition intensifies,brings the huge challenge to the railway freight management.In the market competition,the rationality of freight rates directly determines the market share and economic benefits of railway transportation enterprises.At present,although China has relaxed the control of railway freight rates and allowed railway transport enterprises to set their own prices within a certain floating range,the competitiveness of railway freight still lags behind that of other modes of transport.Therefore,in order to make a scientific and reasonable railway freight rate and improve the market competitiveness of railway freight,it is urgent to establish a set of railway freight rate evaluation method to assist freight price management personnel to judge the market price trend and make correct price adjustment decisions.Therefore,the research direction of this paper is railway freight rate evaluation.The main contents are as follows:First of all,this paper establishes a qualitative evaluation index system of freight rates from the social environment,railway competitors,railway enterprises,owner,and proposes an improved grey relational analysis method for qualitative evaluation of railway freight rates.This method dynamically values the resolution coefficient and takes into account the contribution of each index to the change of freight rate in different periods.The evaluation result is more accurate.At the same time,the improved grey relational analysis not only considers the relation between each index and freight rate,but also considers the relation between each index,and the evaluation result is more comprehensive and objective.The comprehensive status evaluation value and grade of freight rate are calculated,and the evaluation result is more in line with the actual operation of railway freight.Secondly,based on road network transport capacity constraints,highway market competition and the owner to select the mode of transportation behavior,this paper put forward the bilevel programming model,the upper target maximum total profit for railway freight transport enterprise,the lower target for the owner of generalized minimum transportation cost,solving the pricing scheme as a freight rate for the optimal solution.In order to reduce the computational complexity,this paper uses the original dual method to simplify the bilevel programming model,under the conditions of satisfying all constraints,the optimal price of freight rate is solved,and compared with the actual freight rate scheme,to realize the quantitative evaluation of railway freight rate.Finally,take the coal marketing data of S Railway Bureau from 2015 to 2017 as an example to verify the applicability of the qualitative and quantitative evaluation models of freight rates.In this paper,the qualitative evaluation value and evaluation grade of freight rate of S Railway bureau are calculated by improving the evaluation method of grey correlation analysis,and the optimal freight rate of corresponding month is solved by using the bilevel programming model to compare with the actual freight rate and get the quantitative evaluation result.Based on the results of qualitative and quantitative evaluation,this paper provides auxiliary decision support for railway operators to make freight rates,grasp the trend of freight rates and adapt to market changes.
