Since 1950s, many experts and scholars have been studied on the vessel automatic collision-avoidance system, developed several vessel automatic collision-avoidance expert and fuzzy expert systems. However, when two vessels are in difficult encounter situation, namely it may cost too much by the action of the give-way vessel alone, vessel automatic collision-avoidance expert systems can't avoid collision by negotiation with each other as seafarers usually do, they make an plan, which follow the International Regulations for Preventing Collisions at Sea(COLREGS) and expert experiences. Therefore, it isn't economic.With the development and application of the AIS technology, using negotiation technology of the Artificial Intelligence, it is possible for them to negotiate collision-avoidance when two vessels are in difficult encounter situation, that is to say, two vessel strengthen communication, negotiate actively, cooperate and make a concession one another, which make a more economic overall collision-avoidance plan, meanwhile reduce the inconsistent action of two vessels.Therefore, in the view of safety and economy of vessel, we apply to Education Ministry of China (20050254001) and financial support for the project of study on vessel collision-avoidance decision-making based on synergetics. This paper studies some of it, namely study on vessel automatic negotiation collision-avoidance decision-making based on plan route , which not only makes a more economic overall collision-avoidance plan than expert system by negotiation when they are in difficult encounter situation, but also can truly reflect the seafarer psychology when the vessel departures the line and approaches the turning point.Main accomplishments are listed as follows:(1) Make a quantitative division of three encounter situation according to the...
