The hree major objectives of construction project management are time, quality and cost. This thesis analyzes problems in controlling the three major objectives in most construction project management of our country, which are of one-sidedness,blindness and random. The research purpose is to optimize the three objectives based on integrating them in order to improve the overall effect of project management.The thesis describes the characteristics, the relevant theories and methods of time,cost, and quality control during construction stage of a project, analyzes the factors influencing time, cost ,and quality of a project in the process of implementing a project by using the system theory, then introduces the method of preparing the construction planning document and the organizational mode on job-site, and thenbuilds the WBS model, which is taken as the base of developing the quality, time and cost plans as well as determining construction sequences to control the process;what more,the thesis explains the overall network schedule and the baseline of schedule control ,which includes its content, procedure, and overall optimization.The thesis illustrates the method, procedure, and optimization problems of developing a integrating schedule curve based on work-hour and cost, which in turn are bases of managing construction. Discussions are introduced about the principle and processof measuring and evaluating the implementation effect of project control, performance evaluating curve, method of comparing actual work to scheduled work, and correct action on schedule variances.After analyzing the relationship between the three major objectives, focusing on the integrating optimization question, the thesis suggests an optimizing model under the constraints of time, quality and cost. At last, the thesis studies the consuming rule, the theoretical foundation, the demands of labor, equipment, and materials and the structure optimization of construction resource utilization.
