On Dec. 17. 2004, the National Expressway Net Planning was passed by the State Council under deliberate discussion; the coming out of the planning indicates that China's expressway development entered into a new historical phase. Elevated roads are in high demand with the development of national economy after opening up and reformation. The implementation of the Western Development Strategy is making expressway extending to western China, to the mountain areas. This thesis tries to discuss the main issues coming out from the process of planning.For one thing, this thesis summarizes expressways in plateau mountainous areas and makes a deep analysis on its essential property, especially, the standard property of its public goods and of the social commonweal.Moreover, this thesis summarizes the functions and styles of the expressways in plateau mountainous areas and makes a statement on the planning differences between expressway in plateau mountain areas and that of plain areas on the following five aspects: road network structure, traffic volume forecasting measure, the necessity of expressway planning, and environmental impact assessment (EIA), scheme assessment and optimization. Meanwhile, sets up the expressway planning flow in plateau mountain areas and furnishes the Eleven Five's expressway planning and construction in mountain areas with theory supplementation.Third, this thesis analyses problems existing in the often-used traffic volume forecasting measure while carrying out in the mountain areas, points out its disadvantages and brings forward a new one made according to the characteristics of the expressway in mountain areas. This measure breaks traffic volume into trend traffic volume, induced traffic volume, and diverted traffic volume. Furthermore, the diverted traffic volume is under quantitative calculation ... and abandons the traditional way to fix the diverting rate, which made the calculating method even more scientific and convincing.
