Since the city of Shenyang ’s social economy is rapidly developing in recentyears, the city space is expanding, and the pressure of urban traffic isincreasing.We are badly in need of the City Periphery construction ConnectivityRoad to expand the city space, guide internal traffic to the external and ease thetransport pressure. In addition, Shenyang put forward that building a30minutestraffic circle of city and1-hour traffic circle of economic zone, building up onelongitude, two latitude, three circle, ten radial urban expressway network. Buildinga one central, five cincture, ten bevy, of regional industry spatial pattern. In thiscontext, the construction of the expressway of fourth arises at the historic moment.Firstly, this paper analyzed Shenyang expressway construction necessity ofexpressway and the function orientation. Through the2009Liaoning provincehighway system OD survey, this paper analyzed the regional network trafficcharacteristics, introduced the Shenyang road network planning scheme in thispaper, and analyzed the big six ring system part. From the present situation of theloop and the service level of functional transportation angle, the constructionnecessity of the fourth expressway was analyzed, and the location of the fourth fromthe characteristics, function orientation and service direction of the function of thefourth characteristics are analyzed.Then, put forward the applicable to the expressway traffic flow combinedprediction system, the general traffic volume, the induced traffic volume and thenew city traffic volume. In this paper based on the four-stage method oftransportation demand prediction based on traffic flow type and the trend of theeconomic growth of traffic flow forecast method and in combination with the actualsituation of Shenyang and four of the expressway of the actual situation, proposedthe new city traffic volume, through the three volume of traffic of the superpositioncombination, the fourth of the traffic flow combination forecast.In the proposed of transportation demand prediction, and on the basis of theexpressway of Shenyang fourth ring expressway in the analysis of the generaltraffic volume, induced traffic volume, new city traffic volume, through the threevolume of traffic of the stack, determine the characteristics of each section of the fourth year of expressway traffic, then determines the design of a fourth expresswayroad standard.Finally, on the analysis of the fourth ring expressway and highway, first classhighway, second-class highway’s intersection traffic volume and flow are putforward, based on the Principles of Design in Interchange, designed the18Interchanges’ type.
