As rapid development of automobile possession and transportation, the traffic noise is serious day by day, that interferes with the people normal work, the study and the physical health directly. According to the national announcement data, in recent years the city region sound environment approximately had 49% was the moderate pollution, 30% was the mild pollution, 10% quality is good; The road traffic noise has 17% city to be the moderate pollution, 49% city approximately is the mild pollution, 25% sound environment quality is good. Urban road traffic noise approximately composes above city region ambient noise 80%.Huhhot's city function extend from the past industry city to finance, trade, science technology, traveling and so on, It's transportation was developing gradually, at the same time automobile possession grew from 31,335 to 89,643 during ten years, The increase of traffic noise due to the growth of cars can not be ignored, So It is a urgent and arduous duty for Huhhot government to prevent and control the traffic noise.Using the traffic flow state simulation to analysis and estimate the transportation system, this method is not only the meld of different knowledge, but also the effective method to appraises the traffic noise. Therefore, this paper research has the important academic value and the project application value.This article used the hydromechanics and the noise theory establishes the traffic flow and traffic noise mathematical model and its solution condition. According to the road actual situation, and under the one-dimensional transportation flows condition, compares through the simulation value and the actual result, its analogue result basically agree with the reality transportation condition.Based on the calculated vehicle speed and the statistics data of each kind of vehicle type proportion, we obtains each grid acoustical power level, consequently obtain Leq, L10, L50 and L90 spurt value corresponding to grid points, Thus we solved from the problem of traffic flow model to noise calculation, and realized the dynamic traffic simulation. A computational procedure using VB language, a friendly surface is established, which can realize the traffic noise computation sequencing, at the same time, It also can provide the theory basis for transportation plan, urban construction, government decision-making.
