Water Right Transfer From Agriculture To Industry-A Case Study For Anyang River

Anyang city lies in the northernmost part of He'nan province.Anyang River is a chief river of this city.wanjin irrigation Area is an age-old irrigation area.In 1958,two reservoirs–Zhangwu and Nanhai were built on the upper reaches of anyang River.The single water supply for agriculture was changed into joint water supply for industry and agriculture.The second period of the extension project by Angyang power Plant needs extra 1769000m~3.Considering water available now,Water for Agriculture has to beshared to carry out this project .This essay mainly studies transition of water right between Anyang Power Plant and Wanjin Irrigation Area.In view of the actual situation of Wanjin Irrigation Area,a new plan is proposed,this is,Anyang Power Plant invests in water saving project.and the right of spare water for agriculture can be transformed to industry.According to water resources for the second period of extension project, 1769000m~3 extra water for industry mainly comes form:5970000 m~3 water deserted by the reservoir,5490000 m~3 water specially for generating electricity,and 6870000 m~3 surface water for agriculture.Wanjin Irrigation Area plans to have an area of 380000 mu .compared with computing result,the average amount of surface water for agriculture has been reduced by 6870000 m~3,In view of Wanjin Irrigation Area project,Anyang Power Plant will compensate for the decreased 6870000 m~3 agricultural water,and this needs 69287000 yuan.the canal irrigation of 91500 mu will be transformed to sprinkling irrigation.According to the rules of irrigation works and the constitutes of the cost of the transition of water right,150386000 yuan is needed to invest in the transition of water right-69287000 yuan for construction of the project,29544000 yuan for operation and maintenance cost,37699000 yuan for reconstruction and 13857000 yuan for economy and ecology.The compensated water right transition takes the place of the way of...
