Water resources system is a complex system with various influential factors involved. The basic requirement for decision-making is to take every aspect into account. It is an arduous work of water resources allotment with mass data and scientific systemic method. In this paper, I have set up a dynamic model of rational water resources allocation with multi-source and multi-user based on summarizing and discussing the theory of rational water resources allocation and combining sustainable development and harmoniousness theory. When it is used in actual area, it becomes a tool for the systems analysis and decision-making.Tangshan city is the study area in the thesis, which has protrudent conflict of water resources supply and demand. Simulate and calculate subarea long series of water resources allocation under different schemes with the dynamic model of multi-source & multi-user rational water resources allocation based on water resources three balance of water supply and demand and combining the actual circumstance of Tangshan city. In addition, nine schemes are selected to be analyzed. Compare the schemes with AHP ameliorated of aiming at ration index and bring forward the recommended scheme of rational water resources allocation for Tangshan city. Discuss the harmoniousness of rational water resources allocation at last. Have established evaluation index system of rational water resources allocation harmoniousness and analyzed the harmoniousness of Tangshan under present conditions.This thesis is divided into seven charters and the central contents of every charter are as followed.The first charter summarizes the study evolvement of rational water resources allocation, existing problem and development trend. Introduce the Domestic and international development history of rational water resources allocation, Merit and shortcoming of traditional water resources allocation model, latest progress condition and also expect the study direction of rational water resources allocation.In the second chapter, analyze and summarize the theory and method of rational water resources allocation, evaluation method of water resources allocation system and discuss the harmoniousness of water resources allocation system.
