Based on summarizing some literatures of system analysis and optimal allocation of water resources, optimal allocation of urban water resources is researched by combining the size of the urban water supply system with the optimal allocation of urban water resources, according to the process of artificial water cycle and the features of water sectors. The main contents are as following:1) The research status of optimal allocation of urban water resources and the size of urban water supply system is summarized based on reviewing literatures at home and abroad, then the current research deficiency is pointed out.2) According to the basic idea of materialist dialectics and using the method of system analysis, the composition and functional characteristics of urban water system and water supply system are introduced, and the process of urban water cycle, especially artificial water cycle, is analyzed, and then the relationship between water supply system and urban water system is investigated, then the structure of optimal allocation of urban water resources considering the water supply system is obtained. Finally methods are given to solve the problems which are raised by system analysis, so the support is provided in order to establish the model of optimal allocation of urban water resources which is considered the size of the urban water supply system .3) Using the theory of optimal allocation of water resources, the largest comprehensive benefit of the economy, society and environment is regarded as a goal, considering sustainable development theory, then the annual operation cost model of water supply system is brought into the model of optimal allocation of urban water resources. Considering a variety of control measures , the model of optimal allocation of urban water resources which is considered the size of the urban water supply system is established. Then the multi-objective problem is changed into the single-objective using the ideal point technology, and it is solved by the use of the software 'lingo'. So the process of artificial water cycle is reflected through the model of optimal allocation.4) In combination with the measures of optimal allocation, the index system reflecting the effect of optimal allocation of water resources is established, which is based on the analysis of urban water resources system. Then schemes are evaluated using the methods of multi-attribute utility theory and artificial neural network. Finally the optimal scheme is recommended.5) The Zhengzhou downtown is chosen as research object. The model of optimal allocation of urban water resources which is considered the size of the urban water supply system is established, then the results of the year of 2010, 2015 and 2020 are gained, and then the optimal scheme of each planning year is recommended through the model of scheme evaluation, so the size of water supply system and the optimal allocation of water is got.6) Combining the theory with the application research results, the conclusion and the questions needed to be studied deeply in the future are presented.
