The Commercial Street in downtown area with compatible movements of pedestrian and vehicle is one of the most significant spaces in the city, and it is also a particular case of the"Efficiency and Livability"principle embodiment in urban design. The research based on its Public Spaces set out from Urban Design and Environment-Behavior Theory. In detailed investigation into the typical targets - Huaihai Rd. (Middle) and Nanjing Rd. (West) in Shanghai, the problem of low-use frequency in some public spaces was put forward. And as conclusions, the lack of systematization in urban design and the absence of respect of human demands in public spaces were also revealed.The decisive evaluation indicator of the quality of public space in commercial streets was educed according to the research, which was pointed out as the coherency between public space and human behavior. Then 3 targets as"Amount of User","Amount of Wandering and its Duration"&"Activities"were brought forward. Furthermore, design should emphasize particularly on Non-Purposive behaviors. In-depth analysis of the factual requirements were also given, including"Integrity Requirement","Accessibility Requirement","Physiological Requirement"&"Psychological Requirement". Finally, a guideline corresponding to those requirements was summarized and several suggestions to a new model which meets all the typical targets are provided.
