| In recent years, sailing environment changes a lot and becomes more and more complicated because the variety of ships grows, the ships become larger, faster and the routes more crowded, more bridges and port facilities, but operators have to operate certain ship under certain environment. Based on the severe changes around sailing environment, the difficulty for operation becomes harder and harder for operators to finish tasks safely and efficiently under this environment. More mistakes will occur because the pressure of the operators becomes heavier and heavier. To prevent and reduce occurrence of accidents and to make safe and efficient transportation on the sea, not only the quality of operators should be improved and the performance and management of the ship should be improved, but also the sailing environment should be improved. The improvement of environment is based on systematic analysis and evaluation of the environment, so we have to understand what the danger elements are in the sailing and what level the danger has reached, so as to take pointed measure to improve the environment.Based on relating conclusion and ship-operating simulation result and expert consultation inside and outside my country, this paper set evaluation level of danger degree for every evaluation target, apply Grey System Theory to evaluate danger degree of every channel, and then evaluate the danger degree of whole harbor ship-operating environment, analyze ship-operating environment factor which affect navigation safety in channel. Through the evaluation, we can find out the danger degree of ship-operating environment in the water area and the affection degree of every evaluation factor for ship-operating safety, offer theoretic bases for developing the shipping environment and confirming the danger degree of the water area.This evaluation method can be used to evaluate the risk degree of channel environment, based on which one can evaluate the danger level of the whole channel...
