Radar/ARPA Simulator plays an important role in seafarer training and assessment of competence, etc. It has been the most effective approach available for maritime education and training. However, it can't ensure that all seafarers or students have enough time to go into training, because there are many problems such as long developing cycle, limited application life, expensive developing cost and difficult maintenance, etc.Recently, Web-based simulation has attracted a great deal of attention mainly because of its ease of use, high accessibility and information sharing potential. Improvements of the information technology infrastructure such as high speed Internet connection makes distributed simulation even more feasible. Now, simulation based on Web has been developed rapidly, but the research about Radar simulator still not comes forth in public. The author does researching and discussing in this aspect.The thesis is based on traditional Radar Simulator. Researching more on server and browser of Web-based Radar training system, and dedicating in designing ActiveX control, the thesis adopted the software design module of Visual C++ 6.0 distributing component technology applied Web technique to rebuild traditional Radar simulator, made it can be interactive on Internet.The author has done three improvements on the traditional B/S mode: A dopting socket to design program and let part server program run in the client terminal to achieve real-time transition of the dynamic data, then realized the display of dynamic data in browser port by adopting ActiveX technique. Realizes Web server function by using International Information Server to release resource. The visiting mode of this improved scheme still through browses to visit embedded Web server, but C/S mode was adopted as communication mode, so this mode combined the advantages of B/S and C/S.
