Well-established Demand Side Management (DSM) programs have been an effective means to capture zero-emission energy resources while satisfying the increased demand for electric power and reducing the need for new generation capacity, at costs well below these supply alternatives. The DSM energy efficiency programs, which produce high benefit with inexpensive investment, are effective ways to cope with power shortages and reduce air pollution in the context that coal is still the major source of primary energy in China.In this thesis the assessing model for analyzing the potential contribution of DSM resources and the cost-benefit of DSM technology options is developed. According to the division of the generating side and the power grid by the reform of electricity industry in China, the potential contribution analysis and the cost-benefit evaluations are carried out in view of the participant users, utility, power plant, and the society, and some sensitive factors are also considered.The two analysis methods for the potential contribution of DSM resources, which are"top-to-down"and"bottom-to-up"methods, are mentioned. Then the potential contribution to the future power demand on Suzhou is estimated and the cost and benefits of DSM technology options are evaluated. The DSM market is divided to two types in the analysis, which are the discretionarily retrofit market and the lost-opportunity market, to make the evaluation more accurately.At last the process of the system construction is introduced, including main modules and functions of the DSM planning system as well as some websites are shown.
