| Electric power is the important foundation for modern economic and social life. China’s power industry is facing great challenges in how to providing safe, reliable, efficient and clean electricity for the economic and social development and achieving the sustainable development of power industry science under the premise of meeting the bearing capacities of resources and environment. Scientific and rational generation planning is the important prerequisite for the development of power industry science. Under the current situation, it is of theoretical and practical significance to study the power integrated resource planning method by taking demand-side and supply-side resources as a whole to consider, and combining the requirement of environmental protection.In this thesis,"Efficiency Power Plant" effect implemented demand-side management is analyzed on the basis of power supply planning theory study and application. Based on the principles of economics, the social benefits of power integrated resource management implementation are analyzed. According to system theory, PEEE system consisting of four subsystems—power supply, socio-economic development, energy supply and environmental capacity, to analyze interaction mechanism and related properties among various subsystems. A power integrated resource planning model is established in the thesis, taking into account the supply side and demand side resources, the equivalent power plant after implementing power supply-side management, and the energy conservation restraint. Numerical examples show that the planning model can downsize power plant installed capacity, reduce the investment and operating costs of power supply, and decrease pollutant emissions, compared with the traditional planning model. Based on the basic national conditions that the environmental carrying capacity in different regions is different, regional distribution of the power is studied, and the suggestion of rational power distribution considering regional environmental carrying capacity in power supply planning is proposed. Analysis of China’s power supply planning problem in the current electricity system is carried out in the thesis, as well. Based on regulation theory and "R-SCP" paradigm, the necessity of implementing governmental regulation in power industry planning is demonstrated, and besides, the relevant measures for carrying out governmental regulation are put forward according to the economic and social conditions. |
