Experiencing the vicissitudes of successive ages and the changing of situation, historic and cultural scene gradually accumulates and at last comes into being. It indicates that there is a centuries-old history and traditional culture in the city. However in recent years, under the impact of the tides of industrialization and urbanization, under the impulse of partial benefits and present benefits, at the dialogue of conservation and development, conservation is usually placed in a minority position. Conservation work is confronted with much difficulty and in dilemma.First the thesis clarifies the composing and existence of historic and cultural resources, analyzes the way they exist, then the concept of"historic and cultural scene"is derived. The second chapter briefly introduces the evolution process of conservation of historic and cultural resources in China and other countries, drawing a conclusion that we must study abroad advanced experience and principle. The third chapter analyzes the composing of historic and cultural scene, trying to probe into the difference between historic and cultural scene and historic street. Based on this, we formulate the principle and measure of how to conserve and develop historic and cultural scene. The forth chapter puts forward the concept of"Urban Planning Based On History and Culture", combining with concrete cases, we initially probe into and study the methodology of how to plan and design. The last chapter puts forward practical suggestions on how to conserve the historic and cultural scene, hoping that will provide some beneficial use for reference.
