This article mainly discusses the problems about the Time Series Data Access (TSDA) in the next generation EMS which is based on the IEC61970 .TSDA is one of the most important services in EMS, and it can provide services such as DA, storage, playback and subscribe. The TSDA information model and the common interface are being studied in this article. The article also put forward a TSDA server implement model which is designed in several layers. Different ways of storage implement are given at the end.One of the most important problems for a History Server to concern about is the way of storage. Multi-layers structures make it possible to implement the server internal logical and the storage independently. So that we can imply the storage in different ways without changing the interval code of the server. Considering protecting the former investment, TSDA server's storage is implemented in two ways. One is based on a legacy system, iES600, whose data is stored in Oracle. Arithmetic is supposed to map the TSDA Interface to the iES600 history data processing system. The other is a totally new design, which is based on a real time Database system named PI. PI is efficient in real time data processing but it is not a relationship Database, so it is not convenient to map to OO model. And a solution is given to resolve this problem.Test result data of function tests and performance tests of TSDA server are given at the end of the article, to show usability of the TSDA Server. TSDA Server is developed in C++ and based on EFC (ESLab Foundation Classes), middleware platform is CORBA, and it is source-level independent system thus it can Plug and Play (PnP) in heterogeneous system.
