Power system accident will cause the interruption of power service and bring great damages to the society. When a black out accident happens, the first thing to do is to restore the power supply and reduce the loss resulted as soon as possible. When the whole power system collapses because of an accident and can not be reactivated by the outer power source, a self-restart generating unit is needed which will ignite itself and provided a power source to other power plants or stations until the whole system is restored.In this paper, the current research state of Black-Start technique is introduced. Principle of Black-Start is analyzed and key technique is discussed, too. According to Bayannaoer power system, the paper discusses the course of Black-Start in detail. Through the analysis of practical structure of network and character of generators, considering the generator unit's self-exciting and the overvoltage of the no-load circuit in course of power transmission, a counterplan of Black-Start is drafted out under emergency accident. Then the course of load recovery and the way are given. At last, the test of black-Start of West Inner Mongolia Power Grid is analyzed.
