Hazardous freight transportation demand and volume are increasing each year with national economy fast development and consumption level enhancement. Statistics indicate that the volume of hazardous freight transportation by road is about 200 million tons each year. Besides transportation volume rising, the kind of hazardous freight is becoming more and more varied and the character of hazardous freight is becoming more and more complicated and the degree of hazard is becoming more and more high. Transportation of these massive flammable, explosive, corrosive and radioactive substances nationwide forms a flowing dangerous source, which doubles the harmfulness and increases the difficulty of transportation. The transportation security situation becoming more and more stern. In recent years, hazardous freight transportation accident occurred frequently in our country and the harm degree is becoming more and more serious. A small negligence often makes the pollution accident erupt suddenly which creates heavy loss to the environment and the people's life and property, at the same time quite big toxicity and corrosiveness will exist in short time. Our country has increased the management degree of hazardous freight transportation gradually.The core of hazardous freight transportation safety management evaluation is to determine the evaluation index system, that means which index or standard is used to evaluate and estimate its security management level. Safety evaluation index system of hazardous freight transportation by road is established in this paper based on the related laws of national security production and current status of hazardous freight transportation management, then two evaluation methods are carried on simultaneously. First, combining fuzzy synthetical evaluation and G1 process, the fuzzy comprehensive evaluation model of hazardous freight transportation by road is established by using expert consultation and G1 process to determine the weight of each index among the system. The second method is to use the artificial nerve network to carry on the evaluation. Finally, concrete example is evaluated by using the established model. The research result indicates that theestablished system can be used to evaluate the safety of hazard freight transportation by road and the evaluation method and model have certain practicability and feasibility.The full text is divided into 7 chapters based on above thought, main content of each chapter is as follows:First chapter, introduction. Research background of this paper, domestic and foreign current research status, the significance and research content of this paper are introduced.Second chapter, safety management of hazardous freight transportation by road. The definition and classification of hazardous freight are introduced. Survey of the management of hazardous freight transportation by road in our country and the management of hazardous freight transportation by road are introduced.Third chapter, the application of the ISO9000 series standards in the safety management of hazardous freight transportation by road. The generation of the ISO9000 series standards is introduced. The feasibility and the significance of the ISO9000 series standards introduced to the safety management of hazardous freight transportation are illustrated. Finally, the ISO9000 series standards are introduced to the safety management of hazardous freight transportation by road.Fourth chapter, the establishment of safety management evaluation index system of hazardous freight transportation by road. Evaluation index system are primarily selected based on principle and flow, then the evaluation index system is simplified and reestablished.Fifth chapter, the establishment of the fuzzy comprehensive evaluation model of hazardous freight transportation by road. Combining fuzzy evaluation and G1 process to carry on the evaluation, the fuzzy comprehensive evaluation model of hazardous freight transportation by road is established by using G1 process and expert consultation to determine the weight of the index. Finally, concrete example is evaluated by using the safety management evaluation.Sixth chapter, establishment of artificial nerve evaluation model of hazardous freight transportation by road. BP nerve network is trained with the current datausing C language ,then safety management evaluation is carried on.Seventh chapter, summary. Main research structure and further question to be studied are summarizedThe main achievements obtained in this paper:1.The enterprise safety evaluation system of hazardous freight transportation by road is established by using analytical method and synthetical method which belong to evaluation index methods of primary selection. The content of the safety evaluation system of hazardous freight transportation by road is determined according to related national rule and criterion by analyzing the character of hazardous freight transportation.2.Applying the evaluation index system, certain hazardous freight transportation enterprise is evaluated by using weighted average fuzzy comprehensive method. The weight of the index is calculated by using G1 process and the result is discussed and analyzed.3.Artificial nerve evaluation model is applied to the same enterprise simultaneously and the comparison result shows that the two models are useable because of the consistency resided in the two results.4.The evaluation index system proposed in this paper can be used to evaluate the safety management of the hazardous freight transportation enterprise by studying and applying the safety management evaluation index system of hazardous freight transportation.
