Research On Index Evaluation System Of Railway Freight Transportation

For a long time, the railway transport industry as an independent and special material production sector attempting to improve the people’s living standards in the development of China’s national economy, it plays an important role as infrastructure in the overall planning. Because it has some features including the basic, the development, the outside, the strategic and the monopoly, therefore it carries the heavy planned economy color. In the past, under the old operation management system, the goods transport has many problems, such as freight is not flexible; can not take the door to door service; goods stranded for a long time; not suitable for emergency transportation, etc..How to further strengthen the railway transport of goods of security and service quality level has already become currently facing a major issue.With the deepening of the reform of freight transportation, the assessment of railway freight opertion has opened a new chapter. Through the implementation of appropriate assessment and management methods, improve the service level of railway freight, ensure the safety of railway freight operation is not only an important condition for promoting the railway freight enterprise continue to move forward, but also to allow more enterprises to choose railway freight. Previous assessment of railway freight transport regulation is according to existing rules and regulations and railway accident occur each year and spending cost, find out various problems after analyzing issued relevant documents in the freight transport operation, although comprehensive and detailed, but there are also too cumbersome, the key problem is not so serious, standard operation of implementation difficulties and other issues. So, think simplified evaluation index system, the introduction of mathematical model or can be more convenient to carry out the evaluation, so as to guarantee the safe and stable operation of the railway transportation system, and improve the service quality level, so as to promote the economy and safety of bidirectional promotion.This paper study from the micro perspective, it regard the whole process of the current railway freight transport operation as the main object for the regulatory evaluation, each link problems can be carried out the following tasks:First, sort out the whole process of railway freight transportation operation, sorting out the issue of multiple items, choose the evaluation index that may directly affect the safety and quality of service and other aspects.Second, choose the appropriate index evaluation method, firstly consult rail freight assessment staff and experts, regard actual characteristics of railway freight transport operation as the background, determine the weight of influence factors of the freight transportation process, and then refer to the original way of examination and evaluation and then develop new index evaluation methods.Through the completion of the relevant examples of the calculation and data processing, the economic point of view of the index evaluation model itself can be referenced.Finally establish learning samples for neural network training.Third, put forward suggestions on the future of railway freight transportation operation index assessment work.
