Safety Evaluation And Management Of Ro-Ro Transportation Of Freight Car In Three Gorges Reservoir Area

Truck ro-ro transportation in three gorges reservoir water transportation plays an important role,as a result of the ro-ro transportation convenience,is different from the container,dry bulk transport,etc.,in the Yangtze river water transportation occupies a place.Truck ro-ro transportation can be a real door to door logistics transportation,is a convenient way of transportation.But because of the characteristics of the ro-ro transportation,may be in transit,handling operation on the way,the personal safety accident,injury or accident,causing great economic losses.To ensure the safety of personnel,vehicles,cargo,ship's safety,is the foundation stone of ro-ro industry development.Any transport system must be on the premise of safety,safety is the first productive force.Truck ro-ro transportation in three gorges reservoir area has a valuable role in transport logistics,in order to protect the security of freight car ro-ro transportation system have to analyze the risk source and the main harmful factors,evaluation and control its risk source,improve the level of safety management in order to prevent the casualty,economic loss.Due to truck ro-ro transportation development in three gorges reservoir area is not yet mature,draw lessons from other industries for this safety evaluation system for safety evaluation,so as to raise the level of safety management and control of accidents.In this paper,according to the characteristics of the cargo transport of automobile ro-ro,analysis of the current status of ro-ro transport,the three gorges reservoir is mainly studied the truck ro-ro transportation safety risks.According to risk source to the three gorges reservoir area truck ro-ro transportation system safety evaluation index system were analyzed,and the weights are determined by AHP and expert investigation method is used for each evaluation factor,finally the fuzzy comprehensive evaluation method its security level is "good".Points out that the transportation process,personnel management,ship inspection,loading and unloading operation a few problems,such as the last from the several aspects put forward the countermeasure research,improve safety management level of freight car ro-ro transportation,for the truck ro-ro transportation enterprises to provide a set of feasible safety management scheme for it.
