With industrial development and economic growth, people's living standard has been substantially improved. The industrial revolution brought convenience to mankind but simultaneously led to many troubles. As its result, the size of the city continues to expand and with the evolution of cities, the essential elements, which affect cities' development, also evolve. The confusion of modern cities is resulted by the unplanned and disorderly development of the machinery age, concretely, it is the growth of vehicle, the defectiveness of construction of transport facilities, the faultiness of management measures and other effectors that led to the increasingly serious traffic congestion at the crossroads, thereby impairing the performance of city road net's transportations. And it is the repeated diffluence, confluence and interflow of vehicles on the road crossing that leads to the complex traffic situations, thus, the crossing is the bottleneck that hinders urban traffic function. And, consequently, the urban traffic jam is an important factor impeding the development of Chinese citiesBased on the analysis of domestic traffic situation, this paper has discussed intersection's signal valuation index, system composed principle and intersection's signal control method. And through further studying the characteristic of rough set theory, it analysis the influence of road intersection safety, capacity and vehicle delay to the evaluation. Then, it uses rough set theory to control road intersection signal lamp and tries to find a scientific and effective solution to solve the traffic jam problem in the mixed traffic environment. Consequently, it can provide theory basis to intersection's canal melts design, signal timing match design and scheme evaluation in the mixed traffic environment.Finally, this paper simulates the intersection's working conditions by simulation. The simulation procedure is mainly composed of four threads: the drawing static road line thread which describes intersection's geometry shape and traffic flag, the drawing signal lamp thread which decides the green signal proportion by classifying signal service level according to the rough set theory, the vehicle producing thread and the vehicle updating thread.
