With the fast social and economic development, water study has become a hot spot issue around the world. Water shortage is one of the key problems resulting in ecological degradation and impacting on economic and social sustainable development. To realize water resources reasonable and scientific allocation, traditional water utilization manners "according to the water demand to determine water supply" should be change, and water demands for living and production, as well as for ecology have to be greatly harmonized. The core of water resources argumentation is to confirm the regional economic planning and its structures, and to determine the scale of the engineering construction with the condition of the water resources in the place of fetching water for the water project development, and to adopt water-saving measures and realize cleaner production.Water resources argumentation for construction projects is a new work for the system of water resources development project admission in China. There are many problems in the practical works due to short application history and without enough theories and practices. Based on the practical experiences in water resources and hydropower investigation, the thesis analyzes the main problems occurred in the water resources argumentation for Wuyun River hydropower project according to the correlative criterion.The Thesis focused on several aspects related to water resources development and utilization in project area, water intake source, rationality analysis of water consumption, drainage water volume, environmental impact assessment and protection measures of water resources. Based on the study mentioned above, it can be founded that the hydropower project will raise water level by natural runoff blocking for generating electricity. Being absent of out-stream water and drainage water, there is no water consumption any more, no impact on the downstream discharge and water quality in regular production. In general, Wuyun River hydropower project will not bring negative effects on water resource, and it is a reasonable application for water resource utilization.
