In the last few years, along with the quick development of the national economy, the car owns and traffic volume in our country has increased seriously. Particularly in the big city, because the city population increases continuously, the public transportation couldn't satisfy the need of traffic and is in need of big carrying capacity of fast orbit transportation system. The phenomenon has resulted in the transportation hustles and brought on more traffic accidents, which have become the bottleneck problem of the further development in national economy. The increase of transportation hustles will not only result in the huge sum of economy loss, but also will make the city's function paralyzed.In the city traffic network, rising in a bit mainly as city traffic important network crossing of node road network" stagnant a bit" of traffic capacity and traffic accident take place frequently. Solving various simple points intersection well is the foundation of working out the municipal transportation in the city. At the same time, In a system scope, changing of one intersection traffic signal will Affects the neighboring intersection's the transportation class. Therefore, embarks from the overall system strategic target, according to volume of traffic examination data, coordinating traffic signals of various intersections in the system, then it could get more effective control plan.In this article, through using phase combiation and jump of the phase sequence in the signal,appling two levels of signal control to study the region. In the first level, it use fuzzy control mode to study the simple point in the region,in which,we could get the fuzzy adaptive control strategy of the simple intersection; In the second level, it carring on the analysis to the entire region system with "the soft system approach", establishing conceptualmodel to coordinate and optimize the overall system. Finally, appling the transportation imitation software VISSIM to imitate the whole process. According to the calculator imitates model and comparing the optimized test with the practical test, this article obtained good transportation quantity analyzing result.
