Nowadays, along with our country’s urbanization advancement speeding up unceasingly, the surge of private car ownership caused the existing road network transport system can hardly meet the requirement of actual traffic, a series of problems such as traffic congestion is increasingly highlighted. This paper takes single intersection as basic control unit and builds an open signal control model by comprehensively consider the effect of correlation intersection and road traffic situations. Due to the complex, time-varying characteristics of urban transport systems, the traditional intersection control method is difficult to achieve the expected control effect, so people begin to pay close attention to the application of the intelligent control technology, and used it to the traffic control system to solve the traffic problems. Because the fuzzy control logic is clear and don’t need to establish a precise model, so it has a very strong processing capacity to deal with the complex and uncertain problems. In this paper, we use this theory in the study of intersection control.This model use disguised sequence signal control method and design three fuzzy controller modules to adjust the parameter of intersection. The first module phase sequence optimizer is to obtain the traffic demand of each phase by using the research of red light phase priority of single intersection combined with the degree of urgency of the upstream intersection and road section; the second module is used to calculate the extension time of the green-light; the third module correction controller is designed to calculate the correction weighting factor to correct the delay time of the green light obtained by the second module green light delay fuzzy controller by using the downstream associated intersection and road section. We used the VBA language for VIS SIM secondary development and built a simulation platform to verify this model. We put the real-time peak data into the VISSIM for simulation. By comparing the design of the control strategy and timing control, sensor control and evaluation indexes of classical fuzzy control of this paper to verify the validity of the model. Meanwhile, put double traffic flow of the intersection into the VISSIM to make sure this model has good flexibility for the change of traffic flow, the good control effects of this model can be further confirmed. Finally, we discussed the stability of the open mode signal control model in the face of constantly changing traffic demand.
